I have just passed +2. I have heard that tuition fee is free in german. But I have to learn germany language. But I don't know where I can learn germany, Can anybody please suggest me a institute in kathmandu? And how long do I have to learn it ?

Well Pasa, since you want to study here, you really need a very good command in german. And there is no another institute in Kathmandu or nepal, that is comparable with Goethe Zentrum. I personally did all of my german course there. So, please avoid other Institutes. I knew people, who taught in many institutes in bagbazzar. These guys did not even pass the M-I level in Goethe Zentrum but used to teach in various language Institutes. I would say Goethe Zentrum should be one and only address for German course, unless you join Goethe Institute in India (Pune, Mumbai, Kolkata, New dehli, etc) .
Pasa bro as suggested join Goethe Zentrum in Kathmandu.
Take tution from Michael Chand if you couldn't join Goethe Zentrum in Kathmandu by any means!!:)
