What will Nepal Get from Maoists in next One & Half Years?

What commitments Maoists have or have not fulfilled towards 2006 Comprehensive Peace Accord despite the political pressures so far will determine the future of Nepal, if conscientious democratic forces from every corner – politics, media, elites, civil society and intellectuals fail to scrutinize the ground reality and lead the nation as per the aspiration of people for a new democratic Nepal.

For the sake of nation, there should be no question about or further argument against the people´s declarations for "Secular State and Federal Democratic Republic of Nepal." Any attempt to alter such historic people´s declarations should be unconstitutional and anti-nationalistic against the mandate of people for democracy. It must, therefore, be critical for the dignity of nation to defend people´s declarations from both Maoists hardliners and Hindu fanatic monarchists.

This ought to be the prime responsibility of Constituent Assembly to declare in the Preamble of the new constitution of Nepal in defense of people´s declarations. The national security system must be set to guard people´s declarations. It has to be the matter of national security of Nepal Army as constitutional duty to protect people´s declarations in order to keep people´s national pride high with greater sense of national integrity.

The democratic forces must be united to focus on this as constitutional issue for Constituent Assembly to preamble the provision under the new constitution. Democratic parties´ and civil societies´ apathy and lack of vigilance towards this issue for constitutional process will give Maoist hardliners chance to overwrite people´s declarations for their own people´s republic, which could not be other than YCL republic.

It is clear that Maoist hardliner ideologues such as Kiran Bhaidhya and YCL have not yet accepted people´s declaration of Federal Democratic Republic. Therefore, it should be obvious to all democratic forces that Maoist hardliners and YCL are committed to force their own republicanism that will overwrite people´s declaration. The overwrite of people´s declarations will be win-win political achievements for even those Maoists leaders, who are apparently sympatric yet manipulating people´s declarations for their own agenda for People´s republic.

The current Maoist Labor Unions and YCL activities through out the nation after the formation of Maoist led government have distorted major comprehensive peace accord 2006 and violated Maoist commitments to competitive multi-party democracy that guarantees civil liberty, fundamental rights, human rights and rule of law.

For example, Maoists party´s new demand for national army formation that has outright distorted the logistics of peace accord in which Maoist militias ought to be integrated into Nepal Army. Consequently, the disarmament of Maoist militias has not been fully completed and Maoist interest to keep their own army in power has not been relinquished.

Similarly, Maoist hardliners´ new demand for the People´s Republic, which Kiran Baidhaya has declared that Nepal will in one and half years become a people´s republic, is an attempt to humiliate the people´s declarations for Federal Democratic Republic. Likewise, both soft and hardliner Maoists have tried to demoralize Parliamentary competitive multiparty democracy and have endorsed presidential republic democracy for People´s Republic.

The most deplorable events of all are Maoist Unions´ and YCL attack on Himalmedia and Maoist led government´s utter lack of responsibility in protecting the press freedom of media. The attempt of the Prime Minister and Maoist chairman Prachanda to deny Maoist party involvement is nothing but a ploy to protect Maoist party. It is clear Maoist party with its anti-socio-political and anti-economic activities should not be allowed to surpass the press scrutiny.

It has been lately demonstrated that Maoist have no ethics for off-limits in regard to their ideology therefore they are not willing to comply with the rule of law and norms and principle of democracy. Maoists even dare to misinterpret the article 26 of The Universal Declaration of Human Rights of the United Nations General Assembly in an attempt to ban private education to make public education free.

For instance, the section (1) of article 26 gives everyone right to education and suggests education shall be free, at least in the elementary and fundamental stages. But the section (3) protects civil liberty and fundamental right of parents as priority to choose the kind of education that shall be given to their children.

It is obvious that if the supremacy of Maoist hardliner ideology overrules the civil liberty and fundamental rights of people as pointing it to global financial meltdown a failure of capitalistic monopoly in big time Maoist propaganda then there will be nationwide YCL managed industries, institutions, and business from prostitution to hotel management and press to manufacturing and exports.

There is no question about Maoist led government dismantling YCL street-force, which is another facet of Maoist PLA because it is the hardliner strategy that cannot be banded as long as Maoist hardliner ideologues such as Kiran Baidhaya as hyenas in the Afro-jungle. It is for sure that the day YCL is banned the Maoist party will be fully integrated into mainstream politics of multi-party democracy, which cannot be the reality other than the dream for building a castle in the sky.

It is the question how Maoist led government can gimmick the international community and attract investors to address socio-economic transformation, for instance to produce purposed ten thousand megawatt of Nepal´s hundred thousand megawatt hydro-electricity, without having YCL labor unions ready to snatch over all investments.

The reactions of the international investors will come soon and results will be frantic not later than one and half years for Nepali people to witness how particularly Maoist hardliners and YCL will keep lives of people miserable worst than ever before.

If democracy is meant to advance in Nepal for the sake of people´s aspiration then conscientious democratic forces from every corner – politics, media, elites, civil society and intellectuals must protect people´s declarations for "Federal Democratic Republicof Nepal" and defend every Maoist violation committed by Maoist labor union and YCL street-force by making Maoist party accountable.

All must set the post for street-watch to record Maoist party´s systematic attempt to scandal the electoral democratic mandate of people given in Constituent Assembly elections. It is becoming uncertain that drafting of a new constitution of people´s Federal Democratic Republic of Nepal can be completed within one and half years under the rule of Maoist-led government without Maoist party banning its YCL, abandoning its hardliners and democratizing its labor unions.
